The Central Economic Work Conference listed low-altitude economy as one of the strategic emerging industries, and low-altitude economy was also written into the 2024 government work report. In recent years, the Civil Aviation Administration of China has revised more than 30 civil aviation regulations, and initially established a general aviation standard regulation system. Promote the construction of low-altitude flight service support system, promote the simplification of low-altitude flight plan declaration and approval, and improve the operating environment of general navigation; Support local governments in setting up 20 unmanned aviation pilot zones, and encourage enterprises to carry out pilot drone logistics delivery in Jiangxi, Guangdong, Shaanxi, Sichuan and other places.


At the same time, all localities are speeding up their layout to boost low-altitude economic development. Some insiders believe that 2024 will become the "first year of the low-altitude economy."


For example, Sichuan proposed to accelerate the development of low-altitude economy, support the development of manned drones, military and civilian, state-owned and private enterprises, support Chengdu, Zigong, etc. to expand the drone industry cluster, and develop electric vertical take-off and landing aircraft.


Shenzhen focuses on simplifying the application process and subsidizing low-altitude economic enterprises to release the potential of industrial development. The "Shenzhen Special Economic Zone Low-altitude Economic Industry Promotion Regulations" implemented on February 1 this year clearly stated that fiscal funds should play a guiding role and drive social development. Capital participates in low-level economic industry investment.


Jiangsu, Yunnan, Shandong and other places have also included “developing low-altitude economy” as their focus this year.


Han Jun, deputy director of the Civil Aviation Administration of China, said at a press conference of the State Council Information Office that the low-altitude economy, as a strategic emerging industry, has extremely broad development space. According to calculations by some research units, the scale of my country's low-altitude economy has exceeded 500 billion yuan in 2023, and is expected to reach 2 trillion yuan in 2030.


It is reported that the Civil Aviation Administration of China will further improve the low-altitude flight service guarantee system; optimize the airworthiness standards, certification models and technologies of helicopters and unmanned aircraft, and further enhance the airworthiness certification capabilities; reconstruct the low-altitude flight safety supervision system to further improve safety Supervision effectiveness; implement the "Interim Regulations on the Management of Unmanned Aircraft Flights", improve the comprehensive management platform for civil unmanned aerial vehicles, and promote the creation of several demonstration areas for low-altitude economic development based on civil unmanned aviation test areas or test bases. Help the low-altitude economy flourish.

"From a longer-term perspective, the development of low-altitude economy also requires the construction of 'urban air transportation'. Related industries will promote each other and promote mutual development."
